Council shall determine all matters of policy of the City and adopt ordinances and
necessary rules and regulations to make the same effective. Further, Council shall,
subject to the limitations of law, raise revenue and make appropriations for the operation
of the City government, provide for the public peace and health and safety of persons
and property, investigate Municipal affairs and, when it deems necessary, any office
or department of the City, and do and perform all acts required of it by this Charter.
In the event of any investigation by Council, any officer or employee of the City
who shall fail or refuse to obey any summons or to give any evidence pertaining to
such investigations, subject to such exceptions as are permitted by law, shall, upon
conviction thereof, be guilty of a violation of this Charter.
