§ 1460.03. DUTIES OF BUILDING INSPECTOR.

  • (a)

    The Building Inspector shall ensure that all necessary permits have been issued, including a floodplain permit, approval or letter of no authority from the Michigan Department of Natural Resources under authority of Act No. 245 of the Public Acts of 1929, as amended.

    (b)

    The Inspector shall assist the Administrator, at his or her request, in his or her delineation of the limits of the area having special flood, mudslide or flood-related erosion hazards.

    (c)

    The Inspector shall provide such information as the Administrator may request concerning present uses and occupancy of the floodplain, mudslide or flood-related erosion areas.

    (d)

    The Inspector shall cooperate with Federal, State and local agencies and private firms which undertake to study, survey, map and identify floodplain, mudslide or flood-related erosion areas, and cooperate with neighboring communities with respect to management of adjoining floodplain, mudslide or flood-related erosion areas in order to prevent aggravation of existing hazards.

    (e)

    The Inspector shall submit, on the anniversary date of the City's initial eligibility, an annual report to the Administrator on the progress made during the past year in the City in the development and implementation of floodplain management measures.

    (f)

    The Inspector shall, upon occurrence, notify the Administrator in writing whenever the boundaries of the City have been modified by annexation or the City has otherwise assumed or no longer has authority to adopt and enforce floodplain management regulations for a particular area. In order that all Flood Hazard Boundary Maps and Flood Insurance Rate maps accurately represent the City's boundaries, the Inspector shall include, within such notification, a copy of a map of the City, suitable for reproduction, clearly delineating the new corporate limits or new area for which the City has assumed or relinquished floodplain management regulatory authority.

    (g)

    The Building Inspector shall obtain first floor elevation information and maintain a record of structures in the special flood hazard area identified by the Flood Hazard Boundary Map or the Flood Insurance Rate Map, indicating the elevation of the lowest habitable floor, whether or not structures contain basements and the elevations to which structures have been floodproofed.

    (h)

    The Building Inspector shall obtain, review and reasonably utilize flood data available from other Federal, State or other sources pending receipt of data from the Federal Insurance Administration. The most recent flood elevation data received from the Administration shall take precedence over data from other sources.
